At the Virtual Asset Service Providers Association (VASPA), we recognize that the true potential of our industry cannot be unlocked in the shadows or through adversarial standoffs. We must prioritize constructive realignment—bridging the gap between the imperatives of national security, macroeconomic stability, and the undeniable reality of global digital asset adoption.
This is the genesis of Project Green-White-Green.
This initiative is more than a policy response; it is a sovereign blueprint for our digital transition. It takes its identity from our national colors, symbolizing a "green light" for progress, a "white" resolution of past tensions, and the cultivation of a secure, compliant ecosystem that serves the national interest. We are charting a definitive course away from the "Wild West" and into a "Safe Harbor." By proposing practical, technology-driven mechanisms that ensure forensic transparency for law enforcement, to automated fiscal frameworks that guarantee national revenue, we are demonstrating that industry growth and state sovereignty are not mutually exclusive. In fact, they are mutually dependent. However, transforming this blueprint into a market reality requires a departure from traditional, siloed approaches. It requires a collaborative mandate.
Through this document, we extend an open invitation to our regulators and government stakeholders—including the SEC, the CBN, the NSA, and the architects of the VARA framework—to embrace an official co-development model. To our operators, professional service firms, and ecosystem collaborators: this is an exclusive invitation to architect the rules of the game. It is no longer a moment to "wait and see."
